fix(hermes): alert-monitor secret guard nits from review 1768
ci/woodpecker/pr/ci-scripts-test Pipeline was successful
ci/woodpecker/pr/ci-manifests-test Pipeline was successful

- Window check steps by 1, so every 24-character piece of a secret is
  caught, as the guard claims.
- PEM certificates (ca.crt, base64 ca/crt fields in the talosconfig) are
public and no longer count as secrets, so quoting a caBundle is not
refused with a misleading message. Private keys stay guarded.
- SKILL.md: a 'Script Error' block in the prompt (gate failed) is reported
in one line; Hermes wakes the agent with it (cron/scheduler_prompt.py).

Tested: 18 unittests; in the hermes pod against the real mounts: 7 secret
values collected, a normal issue body passes, a 24-char unaligned piece of
the Gitea token is refused (no values printed); gate: wakeAgent false.

If the prompt carries a "Script Error" block instead (Alertmanager, Gitea or
the gate failed), report that error in one line and stop; the next hour
retries.
The issue-fix pipeline turns open `[alert] ...` issues into PRs, so the issue
title is a contract: always the alert's `issue_title`, unchanged.
